House Bill 1359 , a bill creating and requireing a permit to purchase a fiream was filed yesterday at the Virginina General Assemlby.  The bill would not allow anyone below the age of 21 to purchase a firearm because they are not eligible for a permit, and the bill requires fingerprinting, firearm training certified by the Department of Criminal Justice Services (DCJS).  Gun owners would be required to apply to the State Police for the permit and they would have 45 days to pr
